Yeah it's a good idea to prevent scammers, spammers, etc. But it's also bad for newbies who wants to buy something. Because they can't post in the sellers thread asking a question, etc.
But otherwise the idea is good

Yes. But nowadays its been so easy that you scam and then start a new account and sell again..that must be stopped
