If you want to sell me PP, I'll take 4% fee (i.e. $416PP for $400EG, which just about covers my PP fees), and as for security measure, I'd require you to add some specific message with payment. I will need to know in advance, as well, your PP address (no street address, just town, state, country) and would appreciate a screenshot.

Hold is not required, because it doesn't amount to much
