As a vista user, I would contact my local consumer protection office & complain there. Can be done via e-mail in most cases.

I just googled for a tool or software which blocks these 'transmissions', didn't find anything (was only a quick search though I admit ).
A pretty popular one exists that blocks XP services which connect to the internet, I can imagine that something similar is available for Vista as well.
