Default Euros to debit card?

I have noticed several posts requesting debit cards with IBAN account numbers for loading and have some questions as to how these are used, especially since I am located in the U.S. and I am not familiar with details of how these cards work and their limitations in regard to international transfers.

If the card is in Euros I presume it requires the IBAN number for transferring funds from a bank or even a PayPal account to the card in Europe? If the card holder is in the United States will he be able to transfer Euros to the card at the lower SEPA rates presuming the IBAN account of the card is based in Europe?

I think you can go to the bank and order this debit card, there will tell you everything what you want.

Thanks for your reply. I am hoping to buy such a debit card online from the U.S without having to go in person to a bank over there.

I should have left the 'PayPal' part out my original post since my use for the card is mainly for transferring funds from European bank to card. I am looking for something like the LADEKARTE, but don't qualify for that one since I don't have a residence in Germany.

I was looking for a card with low fees and with an IBAN account # that would faciltate taking advantage lower SEPA wire transfer rates. I presume it would be a 'prepaid' card which is reloadable.

Thank you for your reply. If I understand you correctly, that is what I am trying to do.

The savings account with a bank in Europe doesn't have a debit card, and I am trying to find a card that I can transfer funds to for use during travel over there.

While I have cards from my US bank, the funds here are all in U.S dollars and past trips have resulted in a range of transaction and exchange fees which add up to a significant expenditure. One can't buy prepaid Euro cards here from the banks in the U.S (or at least on the ones I have checked with including Am. Express).

It made sense to use my Euros by transfering to a prepaid card that doesn't doesn't kill me on the fees.
