Can someone please tell me where I can get a Webmoney personal passport with a Registrar that speaks english.

Im in the united kingdom so being able to send scanned documents via e-mail and mail would also be great.

I have been looking for hours but its all in russian

Russian countries? As far as I know there is only one Russia (Russian Federation) or am I missing something?

You should check the:

Terms and conditions for issuance

And find registars that:

Notarized documents sent via regular mail
more

I would pick the cheapest one both the passport and the mail expenses.

Then go to their website and add them on some IM. Most of the russians use ICQ as an IM. And talk to them about what documents do you need, most of them ca understand english. Well that is basicaly all.
