i was order and made payment for hosting plan and he do terminate my order without acctive my hosting before.

don't use proxy next time.
is an automatic process, when script detect proxy your order marked as fraudulent and will not active, before you contact support etc

Yes I ordered a domain and it did not go through, it said prohibited IP. I was fortunate to get a refund though.
