Trust is not the right word when money is involved. These exchangers are accredited by Liberty Reserve, meaning they passed Liberty Reserve verification requirements as exchange agents: https://www.libertyreserve.com/en/exchangers/index.aspx Most of them do offer Western Union.
Pick one you are comfortable with or like because of their location, fee structure, the languages they offer support in, etc.
It's not necessarily the cheapest rate. It's best to contact the exchanges directly with the specifics of the expected orders for estimates of fees involved in the orders.
The exchangers might have special rates, bonuses, discounts on the Western Union fees, etc. at the time of the order.
Even in terms of general flat percentage rate, this isn't the cheapest rate. For example, M-Gold offers 2% for Liberty Reserve sell orders - 1% less than eBuyGold.

cheapest rate doesn't mean good services and I would better pay more to be sure that I get what i need.
