In wich country? for instance in argentina you can become a licensed futures broker for 40k (payment for the exchange) and you need like another 30K for margin clearing. The brokers allows you to trade futures on argentina on grains and financials. I know at least one case that used that as a legal platform and then launched a forex service as an introducing broker for a large forex firm
But you need someone over here to manage the office is not extremely simple but is not too complicated either

A brokerage house in Panama requires a physical location, a deposit with the govmt, a brokerage license that might take up to a year and the 3 officers who have to have the licenses. Principal, brokers and compliance securities license, in case you want to explore the possibilities.
