Can anyone have idea about forming a cheap offshore IBC. I wanted this to be economical and I would like to make it as a Financial service.

you can forget about cheap offshore companies for financial services. Financial services are expensive and if you do not have enough capital it is better for you to forget about this plans

I have seen the Virtualgold.net! that is incorporated in Seychelles. Is there any authority to control financial services in Seychelles? (Like the Financial Services Authority in UK).

These are not that cheap,depends on what you would call economical and how much worth you put on your protection.How much of a budget are you talking about? because to run IBC'S costs dosh!

I know of a method and a company that could set it up for you! For starters, do you own your own UK Ltd company or Delaware LLC ?

I own a UK Limited Company and I can not offer financial services like Stormpay, Paypal without registering with FSA.

So I prefer offshore or some jurisdiction, where they allow financial services.

For a straight cost issue I would say that Belize or Panama would probably be a few of the cheapest locations. But always do some serious research before choosing a jurisdiction as they are like a box of chocoloate.
