I sent an email to the goverment and they answered this:

De los avances de ella, la Fiscal a cargo nos ha informado que se verificó que los documentos que aparecen en la página Web, que supuestamente habrían sido emitidos por el Ministerio de Economía, son falsos, por lo que no se trata de una página fiable.
