A question about Paypal refund policy

for example,
A = buyer who has $100 PP
B = seller who has $0 PP

Both are verified accounts

A paid B $100 PP.....a few days later, B withdraw the $100 from his paypal account via paypal debit card..(now, B's account balance = $0.00)....

now...what if A issue a refund about the $100 from B?.....Will the $100 be charged from B's bank's account or something else? Will A get the $100 back successfully?

These is a $0 balance on B paypal account.

Well if his bank is active I think yes...
