Help, can not Upload attachment

I am attempting to upload a gif image of a graph. This is the response:
USDJINDlog v4.GIF:
Exceeds forum quota by 23.8 KB.

The only thing is that the file itself is 23.8 KB , so the quota for attachments in this forum is 0? It that right?
How come there is no help or contact us link for an E-Mail support?

Please host your image outside talkgold. You may use photobucket.com for free image hosting. Attachements are possible carrier of virus and I think Brian do not allow this feature.
