Can anyone introduce a reputable offshore bank (in any country) for opening bank account via mail?
Recently, most banks require certified (and apostled) documents ... I'm seeking for a REPUTABLE bank with easy processing ... of course by providing all required documents but not time-consuming processes of certification (like what was common in the past)
You need to avoid notarized dicuments and this kind of stuff? If that's the case then forget it, because as slogold said you'll not find such a bank-at least not a reputable bank.
A minimum of notarized copy of passport and recent proof of address (ie utility bills in your name), plus usually some documentation of source of funds, etc. for reputable banks.
Even with that, some banks that use to be not too hard to set up accounts (ie. BEKB|BCBE - Kantonalbank of Bern in Switzerland) are apparently not taking on new accounts from the United States by mail.
Swissquote, if that meets your needs, apparently is still taking applications for accounts with the above listed documentation (use search in Talkgold). Possibly other members can list other resources, but they will require the above to meet KYC and money laundering requirements.
I think there is no reliable banks left that will open you an account with out Notorazed documents (Passport, util bills, etc.). You could find some bank and contact them if the manager likes what you are talking about he probably will help you out. But I guess in most cases you will get an answer "Give us a Visit"

I know of a few banks that open accounts without notarizations, one in Pakistan, an "offshore" bank in India, even a few real "offshore" ones. I don't think I'll be giving them away on a public forum though.

It is not a secret, but people might flock to them and ruin the "party," you might call it. No because I can't pm anybody (not enough posts yet). And even then no... not for free anyway.
