From this CNN article on Wesley Snipes' tax-evasion trial (for which he will be sentenced Thursday) quoting the government in its sentencing recommendation:

"Snipes shipped millions of dollars to accounts in Switzerland, Antigua and the Isle of Man to avoid taxes"

"Given defendant's income, earning capacity, and financial resources, both disclosed and undisclosed, the United States submits that a fine of at least $5 million is warranted"

The IRS is proceeding with the recovery of more than $15 million in unpaid taxes plus interest going back almost ten years.

It always amuses me the way "offshore" is offered as the cure-all to annoying little legal issues pertaining to the Ponzi-SCAM business by the crooks that sell it.

The government wants to put Mr. Snipes in prison for three years, also.

The Judge imposed the maximum possible penalty, 3 years in prison. Snipes' lawyers had asked for probation or house arrest:

I'd have picked something more like Panama, Singapore, Andorra, Vanuatu... etc.

(not that I have anything against Mr. Snipes, in fact, I have a newfound respect for him since I heard about his IRS troubles)
