It used to be an alterative form of identification in some jurisdictions, however KYC rules have become more stringent and the FATF have cracked down.

They have no use now.

Banking passports not generally recommended.

For EUR 6,000 you can get a completely legal second passport in Dominican Republic. The problem is you have to come here and wait a few years! But you are free to travel in the meantime and DR is a great place to live!

I would be very cautious of any "instant" passports issued as they are under the table and many countries have cracked down on these and have cancel hundreds to thousands of "illegally" issued passports.

Dominican Republic is one of those countries riff with corruption. You can find someone to sell you anything legal or not -- it may work for a week, a month, a year or never.

Recently I know a person from the Dominican Republic who bought a "Visa" to go work in Canada for $5000 -- the visa was fake and the person was jailed in Cuba for 45 days when they discovered the fake visa in Havana on her way to Canada.

Most offshore nations have privacy laws and don't share information with the US regarding tax evasion, which is the primary use of an offshore account.
