Would appreciate help. Am looking for an E-gold type service. Would like it to not have any USA presence at all. This means no Panama Corp. without a physical presence only in the non-usa nation. It should not have bank accounts in USA and should not be owned/operated by USA citizens or residents. The web site should not be in usa to prevent hard drive seizure with gag order. Basically a non-usa entity 100% across the board. If exchangers are used they should be non-usa. It is felt this is the only way to protect against closures, outages, the service having records, assets and themselves seized, etc. Ebullion and Egold both had foreign corps and look how they ended. Liberty reserve has had problems as well. I know there is the outfit in Russia but that leaves one no recourse if something goes astray. If they are not there one day or your money is not that one day there is really no practical legal recourse available.
Next it should not be listed here or elsewhere as a scam site.
I have not done too well in my search and other than the folks in Russia am thinking it does not exist?
e-Bullion and e-gold were run from the within the USA. That was their #1, #2, and #3 problems. Those were about 99% of their mistakes. Something a blind person could have seen would turn out to be a problem, they couldn't see.
To answer the first poster's inquiry, I think Numox looks interesting, but I've read a former HYIP admin started it. Pecunix is OK, but it's run out of New Zealand. e-Dinar, anyone? Liberty Reserve looks good to me, except it doesn't really look very professional, and it gets hit with DDOS attacks all the time.

Why do you think that you have any recourse in countries other than Russia?
USA MLAT & Panama - Our law firm deals with this a lot, research wise. There has to be a criminal case in the federal courts. It has to be a crime which is a crime in Panama, this is dual criminality. Simple tax matters, no. They have to show that they need the info to successfully prosecute the case. They have to show that they have no other way to get the information. This is done by diplomatic channels. Panama may ask for more information, start their own investigation or deny the request. Sometimes these take so long the statue of limitations expires before the evidence requested gets presented to the requestor. Panama has no tax information exchange agreements or with holding tax agreements.
Recourse in Russia
Their legal system is not one I would try to work with. If you wake up one day and your funds are gone, company gone, that is it, go about your business and forget about it.
Panama Corp - The problem is some guys bought a panama corp and operated out of usa and then they get smashed. If you physically are in Panama that would be acceptable to say the least.
