Thank you for bringing this to my attention.

I have just done a search on Google and found out that these PPC Programs are linked in some way. It appears that these Programs are not paying out and only allowing cash earned to be used for advertisements through them.

Do not waste your money upgrading! I am going to cancel these Programs now. This is a real shame as I have wated a lot of time on there PTC's. Anyone else who is thinking of joining I would advise against unless someone can prove that they have been paid out.

I have come accross another PPC site that I have now looked in to and confirmed as being legal. It also has a forum with thousands of posts from all over the world so that is a good sign.
