The process is: You make deposit -> you get listed -> you start payments -> you get paying status -> 2 options if the monitor is good:

option 1: your program fail -> you won't get referrals (it's your fault, not monitor's)
option 2: your program success -> you'll get good referrals, and the monitor wont tell you to pay more money
