Transfer Payment
Transfer Payment These are governement payments to citizens of their country for social well being. The most famous Transfer Payment in the United States would be Social Security. Also Wellfare is considered to be a transfer payment. There are usually strict regulations stating how much each person should be granted based on their income, their life's income, etc.

In my language it's called "income transfer" if direct translated.
in other words, transferring income from someone else to someone(through taxing).
and well, I don't consider student benefits (and some others) to be "social"...
