No there isn't.

Get your PayPal back to your bank and purchase LR from one of the reliable exchangers via a payment method they accept. Likewise with your CC - get a cash advance and purchase LR.

Any exchanger who claims to accept PayPal will scam you.

I got scammed by this site it appears. No replies to emails.

Luckily i only sent them a small amount. I have a claim in with Paypal now but i don't see that going anywhere.

I will find other ways to solve this issue.
