I assume this is a fee charged ON TOP of the 2% exchange fee, as the graph doesn't refer to any e-currency, just the type of currency you will be wiring!
With that in mind, Icegold gets better the more you exchange, because their exchange % is so low. However, unless you wire them in Estonian kroon, you will pay a fee! GoldEx, who charges 3.5% (but no fee) is actually cheaper for exchanging smaller amounts! However Icegold does quickly overtake exchangers as your amount increases because of that 2%!
