If you or a loved one have been victumized by the recent Storm Pay account freezes, or have had transactions Voided and not refunded, or had made withdraws recently from your StormPay accounts which have not been recieved by your bank, I urge you to fill out these 3 online complaint forms to help recover your missing funds and prevent Storm Pay, Inc. from doing this to anyone else in the future. Sample Complaint Reference:

Good Afternoon FBI Staff and Resource Personal,

On Jan. 30th. a company named StormPay, Inc. located in Clarksville, TN updated their terms of service agreement which stated merchants had 24 hours to have StormPay, Inc. as their sole payment processor or their accounts would be delayed or suspended.

A payment processor such as Stormpay.com, is similar to Paypal in the online commerce activitys and just like a ATM machine, charges a small transaction fee to move banking funds from individuals to a merchant and refunds from a merchant to a individual.

Nearly all of StormPay, Inc's merchants complied to the demands that company made and placed all of their assets into their single payment processor account on StormPay, Inc. And 3 days later, StormPay, Inc. froze the entire assests of nearly 1,000 merchants in a action that CEO Mr. Girsky states was carried out by a law enforcement agency. In yesterdays newspaper The Leaf Chronicle, Mr. Girsky is quoted as stating those merchant's assests were "captured".

Those merchant assests amount to many millions of dollars, all of whom have not been contacted by Stormpay Inc., regarding this sudden action, nor is StormPay Inc. in my opinion returning any calls to any of those merchants.

Those merchants clients number close to One Million People, whose money they sent to those merchants is frozen. Those 1 Million people are being denied access to the refunds those merchants would give them but are unable to do so.

I am just a individual, and I am not one of the merchants whose accounts has been frozen, or in Mr. Gresky's words "captured". I paid 4 of those merchants a total sum of $XXX to advertise my websites. Storm Pay, Inc. is preventing those merchants from doing that by freezing their accounts and preventing those merchants from refunding my money and refusing each individual claim for Storm Pay, Inc. to return my $XXX back to me. I have filed a dispute of those funds with my bank against Storm Pay, Inc.

I have filed complaints with the FTC, Better Business Bureau in Tennessee, Tennessee Commerce and Security and with Cyber Internet Crime.

I have spoken to the offices of the Attorney General in Tennessee who told me they are not aware of any such broad sweeping court order being issued allowing StormPay, Inc. to do any such actions. I have spoken to the Clarksville police office and was told the same information.

The State of Tennessee firmly denys that Storm Pay, Inc. is a law enforcement agency. The Clarksville, Tennessee law enforcement officers deny any knowledge of court orders served permiting Storm Pay, Inc. to legally freeze and in Mr. Girskys words "capture" between 100-1000 merchant accounts and assets therein.

I have spoken to Detective XXXXXXXX in Clarksville, Tennessee regarding this matter and forwarded emails from several victums including myself as well as terms of service documents from Storm Pay, Inc. to them.

The individuals effected by this action number close to 1 Million worldwide, and are all over the world.

This appears to be:
A fraudulent theft of individuals money by freezing those advertising business accounts deliberately they are knowingly preventing the provision of service that those individuals paid for through them.

Tonight, Storm Pay, Inc. a online payment processor took what I feel to be unauthorized funds from my banking account and transfered those funds to a merchants account whom Storm Pay, Inc. had frozen.

The fund amount in this unauthorized transfer does not match any item that Merchant is selling, nor did that Merchant request that wire transfer of my funds take place. The merchant in question has no control over their account and Storm Pay, Inc. has used their account to illegally transfer funds from my banking account into a Merchant account which Storm Pay, Inc. has apparent full control over.

This single documented unauthorized wire transfer has been duplicated tonight thousands of times in my opinion tonight as individual funds from hundreds if not thousands of individuals worldwide tonight in a similar fashion.

Before you all start sending in mass support tickets, we have become aware of some discrepencies in members SP accounts. Since we are not able ourselves to login into our SP account at all, we have been kept on top of things through the account information and updates of friends, associates, and family members.

This morning many of these people reported to us that their account at SP was now at a $0 balance, when just last night it was showing a positive balance. When they checked the account history screen, it was showing chargebacks were made to whatever AS site they were sending funds to and receiving them from.

Before I continue let me just say one more time:

WE DO NOT HAVE ANY ACCESS WHATSOEVER TO OUR SP ACCOUNT. WE CANNOT EVEN LOG ON TO THE SITE, LET ALONE TO OUR ACCOUNT.

It appears that Storm Pay has decided that they have the right to move our funds and the funds of our members around as they see fit.

We are taking printouts of the account history screens to our lawyer, to add to the pile of other items. This is the most bold and outrageous stunt yet. Not only do we have no control over the money in our accounts, apparently neither do many of our members.

We will not put up with this!

The Memphis, Tennessee Office of the FBI who now appears in my opinion to be investigating Storm Pay, Inc. is asking for people that had a possible case of unauthorized transfers occur with their account on Stormpay.com last to file your Online Complaint with The Internet Crime Complaint Center. For law enforcement and regulatory agencies at the federal, state, local and international level, IC3 as they refer to it as, provides a central referral mechanism for complaints involving Internet related crimes.

File a dispute with your bank regarding Unauthorized Fund Transfers or Non Delivery of Serivces from authorized funds sent to Storm Pay, Inc.


Those transactions in your bank account would appear similar to this as the party involved:

Call, go online or physically travel to your bank, tell a customer service representative or bank manager that you dispute those transactions and that you would like to file the appropriate paperwork and disputes against Stormpay and for a conditional credit into your account. The bank will issue you a credit for the amount in question, and then use your dispute to deal with Storm Pay, Inc.

The DISPUTE submitter SHOULD write on the first and optionally also on the last page in writing "I request a conditional refund of each of these transactions also".

What that does is instructs your lending institution to refund your funds/money very quickly, generally within 24-36 hours after recieving your Dispute papers. You then have your funds back while they go after Storm Pay, Inc. in regards to your dispute.

There are two basic Dispute claim filing approaches, both have been used successfully in filing a Dispute against Stormpay with a refund as the result:

1) Unauthorized transfer of your funds and Merchant Fraud

or

2) Authorized transfer of your funds and Services paid for not delivered.

Note that so many individuals are filing dispute claims with their banks against Storm Pay, Inc. that in many instances, the dispute claim departments simply looked at the Disputed Business name and saw it was Storm Pay and granted the claim, they know the story and have seen dozens and dozens of disputes against them already.

If your bank or credit card department simply states that business (Stormpay) is bankrupt, ask to speak to your bank or credit card manager and FLAT OUT tell them your money is FICA insured against loss (up to 100,000 dollars usd)and for them to refund your money, Stormpay is not bankrupt and it is very unprofessional for one of your bank staff to tell you that misnomer to get out of working your dispute for you.

If you have any transactions in your Bank or Credit Card Account between January 1st. 2006 and Present with StormPay, PLACE EACH OF THOSE TRANSACTIONS INTO YOUR DISPUTE CLAIM. Yep, ALL transactions since the first of the year that were paid to this merchant:

The redirects were used to take a visitor with a complaint directly to the webpage needed. In one case the gov. link could not be posted in a active fashion forcing someone to either cut, append and paste or just as likely not use it.

Of couse those are NOT phising links, they are responsible for moving the number of valid complaints for one single agency alone from 8 to now over 19,000. The victums do not have to search for the side bar links or several additional sub links to that agencys complaint form area, those take the person directly to that page via those redirects. That makes alot of difference between individuals that wanted to file and just gave up searching, and those that filed.

Example: look up the Better Business Bureau in Tennessee, then search for Storm Pay in their database, then chose the complaint form.
