May I know what is the difference between these 2:

VBA for US PayPal Verification - $6 ( Etrade )
VBA for US PayPal Verification - $12 ( Wachovia )

I have some money in a US paypal and looking to lift the limits. Btw, how do we know PayPal won't cap us again after even VBA verification after all it's V-virtual Bank Account. I mean is it legal. Sorry I'm kinda still learning all this......
