can i run it in my house with a offshore hosting

It is illegal in almost any country in the world. Why? Because it is a ponzi scheme and providing financial services without a license. Thus it is illegal. Both is forbidden in most countries. It is funny btw that greek guy wants to open a HYIP. Can understand you
