He is referring clearly to nominee banking meaning someone else signs for the account and corporation and has 100% control over the funds. This should never be used unless it is provided through a regulated entity in a well respected country, not a fly by night offshore company.

The Swiss are famous for this sort of structure, however ensure they are regulated by FINMA or a self regulated organization (SRO).

Every legitimately licensed bank in the world today requires a signatory for the bank account regardless if this is beneficial owner or a professional fiduciary -- someone is ultimately responsible for the conduct of the account. The idea that there is still such a thing as "bearer banking" in today's world of know your client (KYC) and anti-money laundering laws is absurd.
