Blunt Orders Liberty Man to Halt Investment Sales in Internet Auction Companies

JEFFERSON CITY - Missouri Secretary of State Matt Blunt issued a cease and desist order today against Christopher A. Hogan of Liberty for offering and selling unregistered investments in two of his on-line Internet auction companies, BidCow.com and MooPay.com.



Investigators in Blunt's office believe that more than 200 investors invested via the Internet with Hogan, who did not provide to investors information about his business experience and background, as required by law, including the fact that Hogan has been convicted of felony theft and burglary and was imprisoned in the Arkansas Department of Corrections. Hogan also failed to disclose the risks associated with the investment as well as the intended use of the investment proceeds. Investigators also believe that the investments obtained by Hogan may exceed $75,000.

Hogan marketed BidCow.com as an Internet auction site that worked like Ebay. In some of his solicitations he claimed that Microsoft was interested in buying several BidCow partnerships and that if BidCow matched just 10 percent of Ebay’s 46 million users it would have more than 4.6 million account holders. He said this would generate $6.2 million in membership fees per month and a partner would get 1/1000 percent for a profit of $6,210 per month, or $73,440 per year in dividends.

Investigators in Blunt's office contacted Microsoft and were told that the corporation had not "invested in or conducted any business with BidCow, MooPay or Christopher Hogan, alias Chris Hogan." Blunt said Missouri investors should question those who solicit their investment business thoroughly before money changes hands. Reputable brokers and firms will provide sufficient background information on themselves and the investments they offer upon request.

Blunt said, "There is an inherent amount of risk associated with any financial investment. This risk may be higher for investors through the Internet. Although a $250 investment may not empty the pockets of an investor, this case serves as another example of the risk associated with investing in unregistered securities. Investors should always take the time to research the offer to ensure that it is valid and that it can produce the advertised returns. It is equally important to check the credentials of the person offering the investment to make sure they are registered with my office and do not have a criminal record. Missouri investors can check on both by contacting the Investor Hotline in my office at 1-800-721-7996."

Ok I know for a FACT that the chris Hogan That is the ceo of adbites media is NOT the same chris Hogan mentioned here..

Beleive me I know this for a FACT...adbites Is based in arkansas number one and has been since 2002 the above stuff happened in MISSOURI! in 2003!!

Yeah, and now they are saying that Pips members shouldn't buy from the merchant.

This teaches a lesson to merchants all right - if you complain and wonder where your money is too hard, you will get blasted and attacked and members will be told to avoid you.

Why would any merchant want to deal with this nonsense? Payment delays, no communication, no clue when you will get paid, and you can't complain or risk being oustracized.

well as I said I can GAURANTEE you that that is NOT the same Chris Hogan listed above in that other stuff...I know him PERSONALLY! and I know that he is a lifelong resident of heber springs, arkansas and has never lived in missouri as a mater of fact he has never been involved in an internet company in his life before becoming the ceo of AdBites Media in 2002 and I most assuredly know that he has never been convicted of anything.

sorry wrong Chris Hogan...try again....

He actually comes from an Airline Management Background!

Could be why he dont take no crap!

hey...let me tell you about picpay merchant.

I have picpay merchant.
I sell about $70,000 of laptop.
I ship out about $30,000 of laptops already before withdrawal.
Which mean I'm down 30K in the hole.
I'm not happy with the slow payment, but I'm don't make threat.

I got ripoff 12K from paypal before.
Paypal " your account is as good as cash" YEAH right.

I received a payment from paypal...."as good as cash"
I ship out the laptops..... 2 weeks...later paypal reverse the charge because
the buyer uses credit fraud (stolen credit card, as I was told on the phone)

1) I lost the money from laptop shipping to buyer.
2) I lost the money 12K reverse from my account.
3) Stupid paypal charge me $35 for the reserval fee.

I call paypal and they say they can do nothing because of stolen credit card.
BUT 2 weeks later they told me that.....

Well, I close my account with paypal.com


As for picpay.com
It's paying very slowly for my merchant, but at least they have checkbuyer policy.
I rather have a slow payment then having buyer ripping me off.

He did not lose any real value money, because he did not ship out.

You find it funny, that I ship out when receiving e-payment.
If you find that losing 30K of stuff is funny, enuffZnuff then you are not very nice person.

Then you are no worst than those dead beat buyer from paypal using stolen credit card.

Anybody who laugh at someone who is trying to do a nice business has a serious problem.

I have whole bunch of seller/store who rip me off....but I never make threat at them....I just don't buy from them again.

2 wrongs does not make it right.
