Account in a Japanese Bank for non residents

Does anyone know which Japanese banks allow accounts for Non residents and also allow them to take loans?

Large hedge funds and insitutional traders have been borrowing money from Japanese banks for low rates of interest and investing them abroad for a long time.

However, I am told that non residents cannot take loans from banks in Japan.

Anyone have any experience with this? Thinking of a way around this.

Accounts for Corporate or Personal ? I think behind the guy or fonds there get the loans stand a Big Company or what ?

I know it is Possible to open a personal account there for Non Residents but loans, maybe after 1-2 Years and then the person must have a good standing.

I didnt know Offshore banks provided loans too. Japan is the cheapest in terms of interest.
