i wouldnt say that they will trounce them. they will give them a good run for their money. google wallet will start off slowly but will gain momentum quickly i reckon. they can integrate it into adsense which will gain a lot of business, and google already has a far better consumer image than ebay/paypal - they are far more trusted.
google have said that they won't compete with ebay, but it would not surprise me if they launch a similar service, and undercut on fees.

Google owners have stated heaps of times there always trying new things regardless.. ebay leads the auction market and paypal takes care of payments.. it goes hand in hand. Theres always a solution to getting payments your just looking at it the wrong way.

What was the reason for your limiting? Have you tried to even remove these limits? have your verifed your paypal account? I never have problems with my paypal. Try checking in the debit cards folder and finding the thread paypal and ebay V2 thing if you need serious help.. other wise id learn from your mistakes.
