Because of the unauthorized withdrawal & fraud by Paypal, I am in ChexSystems (though I've been working to get it deleted) and can NOT get any bank account whether checking or savings, at ANY of the local, or neighborhood banks or credit unions.
But since Bidpay doesn't accept non-physical branch bank accounts, all the MetaBank, and TriCentury Bank accounts, and cards, as well as other "virtual" or "Internet" banks are not accepted.
So if the Capital One card is not reputable, then what do you suggest to use for Bidpay??
