‘Apparently Simon didn’t like the way two or three of the rooms have turned out, so he’s completely redoing them. It’s the building project that never ends.’

Another neighbour, who wishes to remain anonymous, said residents were also angry that Cowell refuses to allow anyone to park on his driveway, forcing builders and employees to use the street outside.

‘I have spoken to several builders and workers at the house, and they say they have to park in the street because Cowell doesn’t want them on his drive,’ he said. ‘Of course, what he says goes, but what Cowell doesn’t realise is that it is making life miserable for everyone else on his street.

‘It is not neighbourly at all. You could say he’s become the neighbour from hell.’

Cowell, who bought the property for £3.2million in 2004, finally moved in during the summer after extensive refurbishment work. He said then: ‘This is the place that I feel most at home in LA. I love it here. I feel at home, at peace.’

The mansion, which is just off Sunset Boulevard, features a private solarium, pool, a fully equipped gym and cinema, as well as a sweeping ‘Dynasty’-style marble staircase.

Cowell has also installed a £500,000 security system and spent a similar amount on landscaping the property’s spectacular gardens.

A spokesman for the Beverly Hills Police Department said there were no complaints on file about Cowell.

However, an officer sitting outside the TV star’s home admitted: ‘We have had many complaints from the neighbours, mostly about parking.

‘It’s a nightmare, it really is. But he’s a busy guy and is never around to speak to. We talk to his workers and they do their best to resolve issues as they arise.’

Another neighbour complained of Cowell’s parties. ‘He is a bit of a night owl,’ they said.

‘People arrive at 11pm, then the music starts and goes on until 2am or 3am. People around here want to get on with him, but he’s not making it easy for us to like him.’

Cowell also owns a £7.5million house in London and is building a £9million villa in Barbados, where he already has another property. He also has a weekend home in Malaga, Spain, and a £1million investment property on the Palm Jumeirah Island in Dubai.

I suppose, he is a very complicated person to communicate! However, he's rich and that's his own business.
