Paypal is only safe when the receiver knows and trusts the spender.
Many Paypal accounts are phished, when the real owner disputes spends, Paypal will always claw the money back.
Some thieves actually use their own accounts to steal from people. They simply lie to PP and get their spends reversed.
MB has the same problem since they started accepting credit cards. Thieves use stolen credit cards that are later charged back. Some gamblers will simply lie to their card issuer and claim that they never spent the money to MB and, in this way, welch their gambling debts.
This is the fundamental reason that non-reversible digital currency was invented.
So, in order to make the trade you describe, both parties would have to know and trust each other and there is no possibility that either could remain anonymous.
