It depends on the bank. Most of them (especially the larger ones) expects that you have at least 2 years relationship with the bank.

A suggestion: if you want to avoid providing bank references, just bank in civil jurisdictions where it isn't usual to ask for them. Usually an apostilled passport copy and (not always) a utility bill is sufficient there. You can also ask the bank if they have a representative office near your country or bank staff traveling around to make new clients. If this is the case, it may be sufficient to show your passport to the bank officer.
There are still many locations where you don't need a reference.
