What i mean is the beuracracy that supports you getting a DL costs thousands of dollars.The clerks,paperwork,fancy government offices,the tests,on and on and on.

As for your point about drunk driving.It is just an example.
Of course any sane person does not advocate slaughter upon the roadways of the innocent by drunk driving.
My understanding,in Mexico,you can not bribe your way out of killing/murdering any longer.That is 1980's early 90's max.,old and tired.No longer applicable.Stereotypical Mexico bashing but it does not hold water any longer.
Yet if one breaks a law that causes no harm physically to another,you can get out.
For instance:Sppeeding.Just whip out your wallet and pass 'em 20 USD,you will save a hell of a lot of hassle for yourself.
But it is your choice.Want to go to court over it? Just accept the ticket!

Try paying a cop in US or London and see what your democracy laden freedom country will do to and for you!
