I wish to note a few things based upon personal experience.
1. PayPal accounts are intended for residents of the country where you have the account.
2. You will likely need a dedicated IP in the country where you open the account. A shared network connection or VPN used by others will get you flagged.
3. You need a personal proof of address from the country where you opened the account when they limit your account which can occur after you request your first withdrawal.
4. They can also request corporation documents which must be formed in the same country as where you bank, licensing infor, tax ID, etc.
If you cannot provide these items then more than likely your account will be frozen and any funds received lost.
