Good Country for Corporate Paypal Account?

What is a good country to register a corporate account in. I had tried with one small island country and they don't let funds be withdrawn to anything other than to a US bank or visa card. Paypal gave me some weird answer as to why that frankly if I took them public they could probably cause a news sensation (basically they're being bullied into reporting on FOREIGN PP users to the US).

Anyways, what's a paypal country that doesn't have bothersome regulations that does allow users to send payments to others?

Or was it that my IP wasn't from that country? does paypal check this for regardless of what country I sign up as?

I wish to note a few things based upon personal experience.

1. PayPal accounts are intended for residents of the country where you have the account.
2. You will likely need a dedicated IP in the country where you open the account. A shared network connection or VPN used by others will get you flagged.
3. You need a personal proof of address from the country where you opened the account when they limit your account which can occur after you request your first withdrawal.
4. They can also request corporation documents which must be formed in the same country as where you bank, licensing infor, tax ID, etc.

If you cannot provide these items then more than likely your account will be frozen and any funds received lost.

I have to admit that after reading your post, you're 100% right. Every single point you mentioned is true.

Utility Bill (Gas, Water, Electricity) - Must be 3 months old
