What I believed is this. StormPay was asked to do what they are doing. I use StormPay myself, and I am going to upgrade to a merchant account in the future for my publishing business that I am starting up. There was only a certain few webmasters recieved that email from StormPay. I am in an autosurf program that is free to join to earn money. That program did not get their account frozen at all.
