I would suggest you should first contact AP customer and risk departments with your passport, id and valid electricity bill attached and let them a week or so to look further into your matter. Afterwards you will likely be required to specify the source of your AP balance and probably reveal any business relationships you were involved in with your members. As your website experienced outages and your AP is blocked supposedly your members have not been paid for a long time which states you did not pay hosting fees/ran off with members money/died/etc. (choose any). Ppl's accounts will be refunded in the first place out of the active balance in accordance with the margins they deposited plus you will be obliged to pay the rest of the money or compensate minor loses.
