Conversely, I do not think every admin who earns a rep for being respected and honest is a scammer.
The term "scam" is used so loosely here. If someone runs off with money at some point, this is a "scam", even in light of the fact that *many* people may have gotten paid. Top this off the with the fact that these programs are doomed to fail at some point, and everyone here *knows* this, and you have to have a more atypical concept of what it means to be honest.
Even someone who ultimately has the intent to scam must realize that it is more profitable in the long run to build rep by actually paying people... across multiple programs, even. Unfortunately, some scammers seem to ignore the obvious numbers, and focus on the immediate only.
But I think it is safe to say that there will be admins who enjoy a good rep and don't put it to waste. A good case in point currently seems to be the admin of Bustabank. If he was a scammer focusing on only the immediate, he would not have brought his site back up in my opinion. It is a very bad move in the immediate sense.
But long term, what he's done is very smart. Now, I have no way to verify whether he is actually a great guy or a great liar when it comes to who he really is. Furthermore, I don't care. He is being consistent with his program. If someday he goes insane and runs off with everyone's money, I'll have already profitted enough to not mind one bit. Always another program.
