If you want to change IP, try to change it manually from TCP/IP settings; Local network--->properties--->TCP/IP--->properties---"use next IP address and use next DNS address". Something like that and put addresses that are found from: right click from Local network and "condition"(or whatever it is in English)--->support tab--->information(or whatever).
When you put the IP, change the last number to another (whatever you feel like), and when your network verifies the changes, yourt internet might not work, but it changes the IP address. Now when it has changed it, go back to settings (TCP/IP) and turn automatic IP and DNS address on.
Now you should have working internet with changed IP address. Boot DSL box if net doesn't work right away. This worked for me and I was capable to acces OC homepage after I did that. I wish someone finds this useful, no programs needed.
Oh, btw. I have been warned, am I a bad boy now? someone please spank me for that. There you go, it's 4 lines now mod.
