Let me try and explain this as there seems to be some confusion here...
The first death death star was fully constructed and operational, but it had a major design flaw that aloud it to be easily destroyed by a small rebel fleet. The First death star was like the so called "full production" DXInone scheme. DXInone had a major design flaw and it was easily destroyed by a relatively small bunch of "greedy" users. It was then simply labeled a beta test. It was then announced that a new and improved, more powerful "Death Star" called DXSynergy was going to be launched and fully operational "in the coming few weeks".
Like in The Empire Strikes Back" and "return of the Jedi" This second was way behind schedule, just like the so called "full production" DXSynergy scam. At the very end of "Return of the Jedi" The second Death Stars planet destroying weapon was finally operational, but the death star it's self was still far from complete and had massive holes all over it. It was quickly destroyed once again. Just like the DXSynergy scheme.
Does that clear things up at all?
