You MUST be an expatriat to get access to their insurance (they ask me to proove it); I am dealing with Oliver in UK, great guy, he will find you a solution.
I did ask that question of http://www.easycarregistration.com a few months ago. They told me that CI is not suspended but there is a legal dispute in the courts there that could drag on for years, and in the meantime it is possible to register as normal.

Yes you are correct. It doesnot metter in which EU country it would be registered, importened only one it must be ligal!!! I need only registration, I live in EU and I know how work annual tax, and technical inspection.

I wish to put under Vanuaty registration one of my cars. I am sure no one from EU will have from aficial an interest to check is it real or fake!!! Our Border control will give me any document I need (that I cross a border).
I only need to get copies of Vanuaty ORIGINAL document, and some of my friends will do copies which qualety would be better than original .
Only that I can not do it register in my country car which is abroad, that is why I am looking for someone , who can do it ligal in any EU (with all documants, plates). Do you know who can help me?

I don't think you have read the thread as thoroughly as you said !
Vanuatu have withdrawn registrations over a year ago. And you would not have easily copied the reg doc as it was first a small hardbacked booklet and then later a plastic card.
Read also insurance in the thread, I and others use italsure who issue an AXA policy written in Netherlands. Green cards are no problem, but they are for temporary use, so to get one with 12 month validity is almost impossible. Yes it may show it is valid over a 12 month period, but this is for several trips out of the 'home' area within the 12 months, not con tinuous use.
We can all get round officialdom, registration docs, technical certificates etc, but never mess with insurance. It has to be genuine and current for the area of the scene of your accident.
Be very wary of people who say they can issue a UK reg, perhaps that is why they disappear !

Mish I have a reguest to you, need to look how realy looks like this documents, scaned copies. Could you make me a faver, I do not need VIN number and so on (erased it)? Just copies of original documents from bouth sides. If you can ofcourse.
I spouke to one of my Baltiv friends, he sad no proublem in Latvia to get temperary registration on 5 years, small tax about 100 euro per year.

Answers in the thread, please read it. Some want to save tax on a new and very expensive motor. Others like me, want to keep a low profile and avoid local requirements for foreigner residence registration etc. just to register a vehicle locally. Offshore plates offer some protection from official gov't bodies etc. If you travel in Eastern Europe and the Balkans you would know what I mean.

Erasing VIN number seems extreme and in my view would put the vehicle in the 'stolen' category.
Asking people for copies of their own documents may not be well received, anyway, I am not registered in Vanuatu any more so its irrelevant.
Latvia is a new one, but they must heed what happened in Estonia. The Moscow mafia started to register cars from there in Vanuatu and this may have been what contributed to killing the VU scheme. But Latvia being in the EU, I am sure, will soon come under some controls as did the insurers in Austria.

All what I understand from all of it, it means do what ever you want, print any "funny" dokuments, plates drive and be happy, just buy insurance and green card, the rest border, registration easy to organise. This russian people were smart and organise very good and profitable business.

No, wrong, printing 'funny' docs will get you in jail. But remember that any insurer in the EU will have the caveat that the car must be legally registered and meet the registration country's technical inspection requirements.
So drive to where you like on any old plate and you will be found out, hopefully not when you have a shunt and you have killed someone. Also remember that even in places like Belarus the police have google and they will put your reg in the PC and soon see if you are legit or not. So you must have a reg from somewhere. And the car must be roadworthy, or your insurance will be void anyway. Thankfully VU only required the car to have one technical certificate on registration, it was not an annual requirement. But in some countries it is easy enough to get a technical certificate to show an ignorant policeman if he wants to see one, even though you might have a foreign plate.
That was one thing that annoyed me. With my local reg I used to go through the whole inspection process, and I am sure they gave the LandCruiser hell because I was not paying them cash under the counter. Others came to the test place and paid cash for a doc and went without the car entering the place.
An example of police being aware is that in Bulgaria alone, if you try and enter the border with a car wearing plates from Northern Cyprus (TRNC), they will try and arrest you and then impound the car as being illegal.
The only alteration I made was to put my number on smart 'Euro' style reflective white plates so I blended in with local cars. The VU black plates with the white palm trees attracted souvenir hunters first and aroused suspicion with others that I came from an 'undesirable' country.
I was never naughty enough to have the experience of police stopping me for investigation beyond checking my reg doc and green or pink card.
Currently, outside the UK I am driving vehicles registered by employers I am contracted to. I am not bothered with Cook Is as they are too expensive and aimed at those trying to avoid car tax and therefore have cash to spare - not me.
