This credit card has been denied by the bank that issued your credit
card. For details on why your card was denied, please contact your
credit card issuer's customer service department. Or, you may want to
try adding a different credit card.

hi guys:
for the guy from germany: you can't get verified only by Vcc or CC ,you have to add a bank account. cc or vcc only increases the limit for spending.
but in others EU countries you can verified only by vcc or cc .(UK,Germany,Canada, USA, Australia no no)

i think that you have been late to add your vcc into paypal.
as soon as you get from him ,you have to add it within 24h but you still can ask him he's cool guy.

Yes, when you buy a VCC you MuST use it within 24hrs or right away when you get it otherwise it becomes useless too you. Remember to always keep a copy of the VCC details saved on your pc for reference later if ebay or paypal ask you your card number. The EXP USE number can be obtained up until the expirey date of the card.
