Please explain to me the different between the blue sentences and the red sentences.....?

Read it more carefully, It says up to.. the withdrawl limit is $500 and can be changed to $1,000 later.. you may also request to withdraw your max limit by calling VMI. Not everyone knows how to explain stuff in an fAQ, this is one example lol
