No, the account is a card account, all the costs at the beginning of the thread are ways and charges for loading the account and card.

As the card is issued in the EU (European Union) it word be strange if it had a US account.

features are similar to prestige Belgium bank cards. this is not the same. Still remain if Belgium bank accept non residents.
