That is not the whole truth is it? You filled the application form 4 days after you made your payment. You did not pay for shipping. It is always a good idea to read the "faq's" page as this answers most questions.

The address of the owner if the account should be the address on the utility bill.

it said delivery was included when I ordered now he wants me to pay 40 dollars to have it shipped to me and acts like I should have known this when it didn't say anywhere on his site that I had to pay for shipping. I'm thinking about asking for refund.
