It's very hard to avoid limitation. Even more so just in the past few months. Most VCC's are also flagged in paypal's system. I would no use a VCC to verify paypal. Most likely you will get limited and lose whatever money.

We have completely verified eBay accounts as well as verified PayPal accounts (U.S. and non U.S. accounts) with bank account as well.
