Do I need a bank account already attached to my paypal to become verified or does the VCC act as a bank account?

Can the VCC verified paypals be used to accept deposits and to buy from other paypal accounts? Whats the limit on VCC verified accounts? Please let me knnow so I can buy from you. Thanks

Can your VCC be registered on a merchant site. the site I need to register it at needs to have the name of the issuing bank and also if its a credit or debit card. can you provide this information after purchase?
