I don't think HYIPs fall under consumerfraudreporting. Most things we do online to get money are out of US and consumer fraud has to do with things you are consuming or in other words purchasing. HYIPs have to do with investments.

When I was scammed I felt ashamed of the victims of such hyips again and again.Each time I scamed I decided not to invest in such scams.But I couldnot understand them till now.

It seems that you are still newbie, you need to be grown up. There are lots of online resources for you to learn.
