Im looking to open a paypal to accept small payments, anywhere from $30-$120 3-4 times a week. I will be withdrawing to my debit card's bank information. Will the VCC verification be sufficient enough to do so?

It should be enough, a verified paypal account is a verified paypal account, maybe send their customer service team a quick email to be sure first though.

If your account is verified, you will be able to withdraw funds to your bank anytime except you got funds held or limited access on your account.

Be sure not to do suspicious transfers, otherwise they may limit your account and you will get a tough time.

PP has too high transaction fee, I don't really to use it, but most merchants would rather accpet only PP & CC, I had no means but to accept it.
