Why 10%?

1.6 Exchange service is allowed to set any exchange fees for the transactions with PerfectMoney electronic currency. The maximum allowed fee for the exchange of PerectMoney should not exceed 10%.

It seems PM is dying now. Just try to withdraw money from your PM account if you still have fund there. When a payment processor try to ddos attack other payment processors, you should know it isn't a reliable payment processor. Red flag appears!

And that would be processed just as usual.
I just did (and I do that about monthly): requested wire on 15th, received the notification (email) about wire being sent on the 18th, received money in the bank on the 22nd (today).
Get your facts (???) straight.
If there is anyone else, who still feels desperate to exchange their PM for 10%, I'll (truly) happily take it

What I mean is to try to withdraw fund from ppl's PM accounts. The situation about PM isn't optimistic. If you are still happy to keep fund in your PM account, you are welcome to do that.

Indeed, you can't withdraw "from people's accounts", but your own only.
... I'm picking on you a bit here and I do understand that you meant to make your statement on behalf of others. However, the point of my "picking" is that you should not be stating for others, ok? . It is posts like yours, which may contribute to the artificial panic, which (by the way) leads to a perfect explanation on why exchangers had to temporarily raise exchange fees. Makes sense (...some sense)?
I'll repeat:
To the best of my knowledge, based on my own experience, if people wish to withdraw (and if there ARE some desperate left), they should have no problems doing so. Understand?

Market demand, and float balance. Both influence exchanger rates. If we receive too many out-exchange orders, our in-exchange rates decrease... and vise-versa. We received too many PM out-exchange rates, not enough in-exchange. Imbalance leading to float issues. Increased out-exchange rates and decreased those for in-exchanges.
