Well, to setup a merchant account with an Acquiring Bank doesn’t always costs any money, means, it is not the Acquiring Bank which is charging any setup fees but more over the Payment Services Provider ( ISO/MSP) so, if, you have a Acquriing bank which is willing to take on your business you might without paying any setup fee be able to open the merchant account and process payments.
I'm not aware of where it should be, but if you are in Europe and you have a legal business, WireCard in Germany is such an example, furthermore to PBS in Denmark and Netgiro in Sweden, no setup fees at all.
I'm not aware of any MAP in a non MLAT (if MLAT refers to this that won't charge you a setup fee, is PCI Compliant (listed on the official Visa list of compliant service providers) and has a good track record of also paying their merchants! If you have such one available, you should post a link to such MAP it might be of the community’s public interest

If I did this I would get another warning for advertising since I introduce people to this payment processor in a non-MLAT country for a fee.
Look very carefully at any Internet merchant setup if you do not have the 6 months processing history, as for every real and honest offshore merchant there are probably 10 that are dishonest like Instabill which charges $600 to send to you to someone like gspay.com or worse, Allied Wallet where you can apply to for free... any probably have your funds frozen at some point for any range of reasons they can come up with.
It is not difficult to refer any merchant to a new PSP or MSP in this business, often things also go very well for some time and then it goes down the road.... as a merchant you should make sure of the below:
1. You MUST have your own descriptor
2. NO ONE except the Acquiring Bank should have access to your money, and, the Acquiring Bank will make the payment directly to your bank account.
3. The Payment Gateway MUST be PCI Compliant Level 1, if it is below the level 1 compliancy it might not have that many transactions which is a risk factor.
4. You should have a 3 Party Agreement, means between YOU (the merchant), the payment gateway provider AND THE ACQUIRING BANK
5. Make a good background check on the Payment Gateway Provider, now days, there are several companies which are belonging to one and the same owner, all with a very bad track record.
Instabill and Intabill are some good examples of a BIG no go, there are endless of "bad companies" out there.... but of course also honest and good businesses.
For regular e-commerce and non high risk considered business, I have only 1 advice, get a merchant account (MID) with your local bank, if that isn't possible only deal with a MSP/PSP which can't touch your money! You don't need any other solution, since regular e-com with a good volume is what most banks like and prefer, you won’t even need to pay any fee for it.
